Looking at the scenario you can see that the reason the vlans are talking to each other ie sw1 vlan 10 to sw2 vlan 10 is that the 2 links connecting the switches are on separate vlans (access links). VTP needs trunking enabled to pass different Vlan information to populate the VTP database.
