Why correct answer has only 28 hex-digits, not 32 hex-digits  ?  I do not see :: in this answer

IMO correct answer should be : ip domain-name domain ...since the question asks for command BEFORE entering the command to generate RSA key

Can someone please help understand the answers to this question?  

172.16.2.128=>255.255.255.128
172.16.3.64  =>255.255.255.224
172.16.3.128=>255.255.255.240
172.16.3.192=>255.255.255.248
172.16.4.0   =>255.255.254.0

Am I making this too hard for myself?  I just don't get it.

+2 in each block represent ==> NetworkID and BroadcastID

I do not see a copy of the question but I assume that you
have to assign a block of IP's to fulfil specific request.

Google search: IP CALCULATOR    that will provide additional info about each block/subnet
