Says auto-summary must be disabled on N1 and B1 before traffic can flow between 172.16.8.0 and 10.10.16.0. But looking at the routing tables It looks like 172.16.8.0 has a clear path to 10.10.16.0

The H2P answer is correct. Remember that the traffic flow must be bidirectional. The packets, in addition to getting from 172.16.8.0 to 10.10.16.0, must have a path back to 172.16.8.0. There's the problem.
