Could someone explain QID: A1181 to me please?

Question asks what layer of the TCP/IP manages the binary transmission across an Ethernet cable?

For me that is the data link layer but the answer given is the Network Layer.

Since the question asks about TCP/IP model, the answer is Network Access ( or link) layer. If the questions was about OSI model, the answer would be Physical layer.
