Each device is not separated by the same number of hops.  Devices connected to the same access layer switch (same pod) will be separated by one hop.  Devices connected to separate access layer switches (different pods) will be separated by three hops.  Thus you can expect some connections in the same data center to have slightly higher latency than others.
